Tom Shelton brings more than 20 years of experience across humanitarian action, communications, private fundraising, advocacy and campaigns.

Tom had been acting as interim Chief Executive following George Graham’s departure in September 2025, alongside his role leading the UK Individual Giving and Communications team.

Following a competitive external recruitment process, Tom was appointed to the permanent role in February 2026. As Chief Executive, Tom is responsible for leading HI UK’s dynamic team to deliver an ambitious strategy aligned with our vision and values, in a challenging environment.

Conflicts are escalating, disasters are increasing, and inequality is growing - while at the same time, a sudden decline in funding is cutting off a lifeline for the world's most vulnerable people. I strongly believe our work has never mattered more, and I'm committed to ensuring that the disabled and vulnerable people we support are never left behind." says Tom Shelton.

Working for HI since 2009, Tom brings more than 20 years of experience across humanitarian action, communications, private fundraising, advocacy and campaigning.

“While acting as interim Chief Executive, Tom has led HI UK with thoughtfulness, professionalism and with a deep commitment to HI’s mission and values.  He has earned the respect and confidence of colleagues across the organisation.  Tom brings a clear and compelling vision for HI UK’s future, grounded in a strong understanding of our context, our role within the HI international network and the strengths and dedication of our staff.  The Board is delighted that Tom will lead HI UK into the next stage of its development.”

Before joining HI, Tom lived and worked in Syria, where he co-led a consultancy project on services for children with disabilities. Prior to this, Tom completed a Masters in Globalisation and Development at SOAS in London after several years working in UK-based organisations campaigning on issues related to conflict and international aid.

With Tom’s support and leadership, we look forward to continuing our vital work supporting disabled and vulnerable people worldwide.
